Waterspout is an advanced attack that doesn't really do any damage truly by ITSELF, but actually reciprocating the last attack the user received this turn(reciprocating means to reflect back damage from an attack in Haypi Monster). (e.g. The enemy used Erupting Spring on you, then your monster uses Erupting Spring back, with the same stats as normal.)
